One in all and all in one is the glory of the Lord's essential nature. In this universal form of the Lord Arjun is viewing the entire cosmos. It is natural to feel wonder-struck. Krishna driving the horses of the chariot...so vast, so expansive, faces everywhere, so many eyes, divinity-astonishment is natural. The Blessed Lord had already indicated in the second chapter that someone sees with wonder, some describe with wonder and some hear with wonder (Gita 2./29). This is the same wonder.
